Lanning Report

Kenneth V. Lanning’s 1992 Investigator’s Guide to Allegations of "Ritual" Child Abuse, prepared for the FBI’s Behavioral Science Unit at Quantico. Lanning, who had been the bureau’s principal expert on organised child sexual exploitation since the early 1980s, concluded that no credible evidence supported the existence of the alleged organised satanic-cult network claimed in the day-care prosecutions of the era. The Report became the FBI’s institutional position on the question and remains so today.
